The Telangana Real Estate Regulatory Authority (TGRERA) has facilitated the completion of the long-pending Jaya Platinum residential project located in Bowrampet, Hyderabad. The Authority confirmed that the project has received its Occupancy Certificate (OC) on January 5, marking the formal conclusion of a prolonged construction delay that began in mid-2022.

Project Overview and Location Details
Jaya Platinum is a residential apartment project developed by Jayathri Infrastructures India Pvt. Ltd. at Bowrampet Village under Dundigal Municipality in the Medchal–Malkajgiri district. The project spans an area of 2,731.78 square yards and consists of a stilt structure with five residential floors, accommodating a total of 60 apartments. The project was registered with Telangana RERA as per regulatory requirements.
Homebuyers Raise Complaints Over Construction Delays
Multiple allottees approached TGRERA under Section 31 of the Real Estate (Regulation and Development) Act, 2016, citing extended delays and complete suspension of construction activities since June 2022. According to the complaints, over 50 apartments had been sold and 49 sale deeds registered, yet the project remained incomplete well beyond the committed delivery timeline.
Promoter Fails to Present Viable Completion Plan
During regulatory proceedings, the promoter failed to appear despite receiving due notices and was subsequently set ex parte. While earlier submissions referred to contractor disputes and financial difficulties, TGRERA noted that no credible financial plan or construction schedule was presented even after repeated opportunities.
Independent Technical Inspection Reveals Actual Project Status
To assess the ground situation, TGRERA directed the Engineering Staff College of India (ESCI) to conduct an independent technical inspection. The assessment revealed that only 66 per cent of the construction had been completed and that the site had remained inactive since June 2022. The report also highlighted inconsistencies between reported expenditures and actual construction progress, estimating that at least 12 months would be required to complete the remaining work, provided continuous funding was available.
Repeated Regulatory Non-Compliance by the Developer
While reviewing the case, TGRERA took note of the promoter’s regulatory history, observing that more than 200 complaints were pending against the same developer across various projects. These complaints related to project delays, non-compliance with RERA provisions, and financial irregularities, indicating a consistent pattern of default.
Project Registration Revoked Under RERA Provisions
Based on the findings, TGRERA initiated action under Section 7 of the RERA Act and formally revoked the project’s registration on April 30, 2024. The Authority concluded that the promoter lacked the financial capacity, technical preparedness, and regulatory credibility required to complete the project.
Association of Allottees Takes Over Project Completion
Invoking Section 8 of the Act and after consultation with the Government of Telangana, TGRERA permitted the registered JP Welfare Association, representing the allottees, to take over the stalled project. More than 90 per cent of the apartment buyers consented to this arrangement and agreed to contribute funds for completion under regulatory supervision.
Occupancy Certificate Issued After Project Completion
Following the takeover, the Association of Allottees completed the remaining construction in compliance with sanctioned plans and statutory norms. After verification, the competent authority issued the Occupancy Certificate on January 5, certifying that the building is fit for occupation and complies with approved specifications.
Status of Mortgaged Flats and Conveyance Deeds
TGRERA also noted that nine apartments had been mortgaged with the local authority during the construction phase. Upon release of these mortgaged units, the promoter has been directed to execute and register conveyance deeds in favour of the respective allottees within 30 days. The Authority clarified that the Association of Allottees bears no liability related to these units and that all statutory responsibilities remain with the promoter.
Complaints Disposed After Lawful Completion
With the issuance of the Occupancy Certificate, TGRERA declared the Jaya Platinum project as lawfully completed and disposed of all related complaints without imposing costs. The Authority reiterated that the promoter’s previous liabilities and statutory obligations remain enforceable under applicable laws.
