Delhi Development Authority (DDA) is the statutory body responsible for planning all land-related projects. Besides undertaking infrastructure development. It also looks after the maintenance and construction of DDA flats. The authority announces DDA housing schemes primarily for Economically Weaker Section (EWS) and Lower Income Group (LIG) communities.
However, in an attempt to enter the luxury housing segment, DDA has also launched 4 BHK duplex penthouses under the Diwali Special Housing Scheme. DDA started booking around 10,000 newly constructed flats online in various sectors on March 14, 2024. It is being sold on a first come, first served basis under Phase III of the Diwali Special Housing Scheme. These apartments are located in Narela.
Diwali Special Housing Scheme
Under DDA Housing Scheme 2023, also known as Diwali Special Housing Scheme 2023,. DDA has offered around 32,000 newly constructed flats to cater to EWS, LIG and luxury segments. Two modes are available. E-auction and on a first-come, first-served basis.
Around 2,000 units are available through e-auction under DDA Housing Scheme 2023. On the other hand, the first-cum-first-serve scheme covers LIG & EWS in Sector 14 Dwarka, EWS in Sector 19B Dwarka & Loknayakapuram and HIG, MIG, LIG & EWS in Narela. Below is a list of these:
- 14 Penthouses in Dwarka Sector 19B,
- 170 Super HIG and 946 HIG flats,
- 316 MIG Flats in Dwarka Sector-14
- 647 MKIG Flats
DDA has announced that flat booking will be done on a first-come, first-served basis for EWS and LIG categories in three phases. Phase 1 of flat booking started on December 11, 2023, while the remaining two phases started in January 2024 and March 2024, respectively.

Third Phase Launch
On March 14, 2024, at 11 am, the DDA started online booking for around 10,000 apartments across the city under the third phase of the Diwali Special Housing Scheme 2023. About 7,931 newly constructed in Narela for Economically Weaker Sections (EWS) and Low-Income Section (LIG). This includes 1,420 EWS apartments in Sector G7 and 6,511 LIG flats in Pocket II Narela.
